General provisions

Particle 1
The annual Russian National Auteur Short Film Festival “Artkino” (hereafter – “The festival”) is a competition for fiction, documentary, animation and experimental short films produced by citizens of Russian Federation, resided inside the country or abroad along with citizens of CIS countries.

Particle 2
The mission of the festival is to revive auteur cinema in Russia, to encourage innovations in cinema language and to draw attention to auteur and experimental films through popularization of short movie created by students of cinematography schools or independent authors. The festival is supposed to feature the big picture of our young cinema, to discover new talentes who are going to reorganize and develop national cinema art. The festival encourages creation of new films and contributes to formation of the Short Film Market in Russia (production, release and screenings).

Institution of the festival

Particle 3
The institutors of the festival are Independent nonprofit organization “production group “World of Art” and a cinematography school “Artarea of cinema”.

Time frame and venue of the 9th edition of the festival:
26 September – 3 October, 2016, Moscow.

Particle 5
The program of the festival involves:

The official competition:
1. Fiction movie no longer than 10 minutes
2. Fiction movie no longer than 20 minutes
3. Fiction movie no longer than 30 minutes
4. Documentary no longer than 30 minutes
5. Animation no longer than 30 minutes
6. Experimental movie no longer than 30 minutes

Non-competitive programs:

1. Release of worthy films not chosen for official competition.

2. International program.

3. Retrospective of classical short films.

4. Special programs from our partners and institutors.

Pitching – screenplay and movie projects contest.
It takes place as an independent event.

Meetings at the festival:


1. Roundtable discussions of contemporary cinema industry’s issues and development of Short Movie Market.

2. Master classes of renowned Russian cineastes.

3. Technical workshops at which the latest media and cinema equipment is presented.

4. Technical art labs about innovation in cinema.

5. Cinema literature presentations.

The final stage (the second part of the festival):


The final stage is the release of the films winners in the official competition in cities of Russia and CIS countries along with the audience’s voting that determines the best short movie of the year.

Particle 6
To submit a film to the festival an entry submission should be filled in and sent to the steering committee in the stated time. Selection is realized by the selection committee. “All the films in the official competition should be produced in 2015 or 2016 and sent to the steering committee at the latest on 31 July, 2016”.

Particle 7
All the films submitted for the official competition should be no longer than 30 minutes..

Particle 8
Each author can submit for the official competition at most two films.

Particle 9

Only the films of these formats are accepted for selection:

- The format – MP4
- Video Codec – H.264
- Resolving Capacity – Full HD (1920x1080)
- Framing rate – 25 fps
- Sound – 48 kHz

We accept only the films of the format MP4 through links to Yandex Disk, Google Disk or Vimeo

Films disposed on other file hosting services are not allowed!!!

Hard-wired subtitles are not allowed. There could be hard-wired subtitles (Russian) if the film contains alien speech or texts. Russian speech doesn’t require subtitles.

The author/participant his/herself normalizes the sound, removes interlace, synchronizes the sound, video and subtitles and copes with other audio/video issues.

In addition authors provide (if any): another variant of the film with English subtitles for international screenings as a part of screening tour of the festival. The file should meet the requirements for HD variant of the film.

Particle 10
Authors and right holders of films agree that institutors of the festival have a right to demonstrate the film at all the screenings in frames of the festival and its final screening tour.

Particle 11
The selection committee irreversibly decides if a film is chosen for official competition or for non-competitive program. Not selected films are not reviewed.

Particle 12
Films winning the main prizes, chosen by the audience or achieved jury’s diplomas will take part in final tour and get in the DVD collection of the best festival’s films.

Documentation

Particle 13
Documentation of the film submitted for selection involves: filled in entry submission, full-length version of the film, an expressive frame from the film. The filled in entry submission with extensive information about all submitted films should be sent to the steering committee at the stated time. Participants should present their films to the steering committee at the latest on 15 July. All fields of the entry submission are required.

Guests and participants

Particle 14
Participation of films in official competition of the festival implies the presence of one of right holders at the release of the film, at discussion after the screening and at the Opening and Closing ceremonies of the festival. Accreditation is granted by the steering committee (two accreditations for a representative of the film which was chosen for official competition). Transportation, alimentation and accommodation payments are not in charge of the festival.

Particle 15
Participation of films in non-competitive programs implies free entrance to the screenings involving the picture for its three representatives. The author of the film is granted with one accreditation for all the events in frame of the festival.

Particle 16

To cover the festival’s events Mass Media forward to steering committee of the festival a request for accreditation of reporters at the latest on 19 September. An accreditation card allows media representatives to attend all the events in frame of the Russian national Auteur Short Film Festival “Artkino”.

Particle 17
The issues of invitation of special guests, time limits, conditions of their stay and accreditation are resolved by the steering committee of the festival.

Particle 18
Festival’s guests apart from participants, media representatives and special guests purchase entrance or season tickets to the fee-based events of the festival.

The Jury

Particle 19

To estimate films in official competition there is the jury which consists of professional movie directors, screenwriters, filmmakers, cameramen, actors/actresses, picture editors and other qualified cinematography experts. Traditionally there is not any chairman in the festival’s jury. Every jury member has a right of “additional voice” that can be availed of only once and only for the nomination in which this particular jury member specializes. Jury members are obliged to restrain from public statements concerning pictures chosen for official competition until the Closing ceremony of the festival.

Final stage

Particle 21
The final stage of the festival is the screening tour through cities of Russia and CIS countries where the audience votes for the best short movie of the year in audience’s opinion. And this is also Short Film Academy members’ voting for the best short movie of the year in professional association’s opinion.

Particle 22
The screening tour (the second part of the festival) covers the period of time from 15 October 2016 to 15 September 2017.

Particle 23

The Short Film Academy was founded to estimate the artistic merit of films selected for the final stage. It involves 160 people such as movie directors, filmmakers, screenwriters, cameramen, actors/actresses, sound designers, picture editors, film experts, editors, film critics, tutors and other qualified cinematography experts.

The jury awards participants in categories that follow:

8. “Best screenplay”

All the jury members have a right to award their special personalized diplomas.

Russian National Short Film Award “Artkino”

Particle 25

The Prize “Artkino” is awarded in two categories: “Best Short Movie in professional association’s opinion” (which is determined by decision of the Short Film Academy members) and “Best Short Movie in audience’s opinion” (which is determined by the result of audience’s voting in 50 cities of Russia and CIS countries where the final screening tour takes place).

Final provisions

Particle 26 
Participation in the festival implies acceptance and adherence of all the particles outlines in the present regulations. In case of disputes, for their resolution the text of the present regulations is used as a basis.
